Memory fragment did not drop

A week ago I got an elder spawned on Shaped Arachnid Tomb(T15) with Shaper memory fragment on it. I opened a shaped version of the map and finished the elder but no fragment drop.
Up to yesterday, I got to 14/15 and have 2 T10 orbs, 3 T9 orbs, 2 T8 orbs, etc. Last night, it happened again. I got another elder spawned on Shaped Precinct(T15) with Shaper memory fragment on it. This time I opened non-shaped version and finished the elder but still no fragment drop.
Both map on the atlas had the circle with the text ""Shaper memory fragment" but no fragment drop. I'm confused. Need help and explaination.
Edit: I always get the elder influenced area up to T15 map(next to guardian) and all the red maps before going down to yellow

I believe using shaped maps never actually worked, at least for that part of the quest.
The blue indicator was a visual bug (apparently fixed very recently in 3.1.2).
You need to bring the elder on a non-shaped T15 map.
