Misleading Wording Of Shroud of the Lightless

Except the Shroud of the Lightless got hidden cool down of bloody 60 sec or so. GGG always keep they wording clean and this is just misleading. Its weary cool looking effect you see 2 time on one map if you lacky to not miss it. Nice chest no question but again i was counting on it for some defenses and this wont do. Its also bloody expensive so to even make things worst when you found this out. Make it do what its saying or just say it so its not misleading. would like to know how big the cooldown is, i though it gonna proc with 20% rate and it looks more like 5% becouse of hidden cd

3 second duration, with 45 second cooldown?
So with 20% belt thats down to 36seconds. Can Shadeform from the chest be supported by gems in the chest? Increased duration and effacy would add 80% duration bumping that 3seconds to 5.4 seconds? You could even get another 60% off tree. So 140% duration, turning that 3 seconds into 7.2 seconds. So 7.2 seconds every 36 seconds. Thats phys immune and harder to detect 20% of the time. Is there any other way to reduce cooldowns other than that belt? EDIT. Boots, 15% on shaped boots cooldown recovery speed. So boots and belt is 35%. Two minor notes:
Cooldown modifiers are increased speed, not reduced time. 35% Increased Cooldown Recovery is calculated as follows: 45 * (1 / 1.35) = 33.33s cooldown. Tree has two clusters of 45% Duration, for a total of 90% :P (and there's one node for 5% too) | |

" Just to clarify this info was NOT in the game in time of post it was not on wiki and it seemed longer then 45 sec. Cool down sims rely week as it stand, its ilvl84 belt mod for 20% on shaped belt, 15% on ilvl75 for boots probably about same. Assuming you play Assassin for some 30% duration +5 from cluster and then use 90 from sicon and Inc. duration gem sim decent. But 20% trigger is never gonna be true. |

Did anyone expect a phys immunity buff without cooldown (or with a short one) on top of everything else that this chest already has?
I get it, it is expensive, but come on. Real knowledge is to know the extent of one's ignorance.
