Shaped Two-Toned Boots i86 T1LifeT1Dex/CDR Now What?

I crafted these off of Alt/Aug/Regaling. Rolled Life+Dex and regal'd CDR (Luuucky)

The question is, how do I proceed? I don't have a ton of currency to throw at these but they look sweet.

The rolls and base are conveniently tailored to my build, so I could, in theory, just add 17% Movespeed on them and call it a day. (Or Multimod for another prefix).

HOWEVER!!! I feel like I should try to continue crafting these as a long-ish term project when I have more currency.

What method should I use for this? I haven't done any serious crafting since the days of cheap(er) Eternal Orbs. Do I block the Suffix with master and slam an Exalt and hope for the best? (35% Movespeed would be GODLY) Failing good roll, I could lock suffixes then Annul and hope to not hit my life roll.

Prefixes I like:
Unaffected by Chilled/Burning Ground
Supported by Level 15 Life Leech
Movement Speed
Flat ES or ES+Life Hybrid
