Well he won't leave that T14 without clearing it, but yeah he can spread if you give him room.

Also, watch out for tenants rights groups because it sounds like you don’t have a legal basis for eviction.

Seriously though, your options are get someone else to clear it, use the war mechanics to spread his influence back to the region you want him in, or roll a boss killer build so you can take him out yourself. If you’re repeatedly farming him, you should probably get a boss killer up and running anyway.
