Do crafted mods count as prefix for using exalted orb

I have a neck with 2 prefixes and 1 suffix. If I craft on a prefix will this guarantee me a suffix when I use the exalted?

crafted mods count the same as any other mod. So you just have to craft a prefix mod on to it.
