Assassins + Mark Culling Strike + Curse on Hit proc order?

Hello
If I have Assassins Mark + CoH linked to a skill, will it apply the curse AND give the chance for power charges if the first and only hit kills? And would culling strike change the answer? For reference my idea is to have herald of lightning curse on hit so thought culling strike could help increase the procs so then stumbled onto this riddle. Last bumped on Dec 11, 2017, 3:51:31 PM

You hit and kill the enemy, and only after the hit is applied, Assmark is applied. So, no Charges. Culling just makes it worse. :p

I understand that the only way to apply a curse before the hit is using gloves with "applies curse on hit", such as ele weakness gloves.
