Question About Stacking Gifts From Above

So I know the stats on the rings will stack, but exactly how would the consecrated ground effect interact between the two? I know the ground effect itself will NOT stack, but is there any kind of interaction between the rings so they wont both proc CG at the same time?

For example:

GFA 1: Proc CG
GFA 2: Will only proc while standing on non-consecrated ground and while GFA 1 is on cool down

Does it possibly work like this?

This wouldn't be terribly unbalanced and helps make CG a tiny bit more mobile.
