Is that boots enchant really that hard to get?

I'm trying to get the 10% elemental pen on boots enchant, ran about 40 labs with the dual enchant profecy, and still cant roll that 10% ele pen enchant on it?
Am I being unlucky or it's normal? |

I think it was one of the more rare affixes and 40 runs is not that surprising. Getting lab enchants even for boots is horrible, I always opted to buy the item if possible with the enchant already.

You'll never be able to pick your enchants and "work at it" to get it. Too many different choices. Go with what you get.

Technically server probabilities could be different though. So probably a ~1.86% chance to get the damage penetration one. No wonder it's lost, it's in the middle of the jungle!
