Kaom's Root
Below movement speed meanking the normal Movement speed when we're Lv 1?

Yes that is exactly what it means. You can get slowed to the standard base movement speed, but no slower.

Base speed already includes the movement speed modifiers from gear and passive. So if you use Kaom's Root, being chill and having temporal chain, you will still receive the bonus movement speed from gear and passive. But they do slow you from Speed shrine (and maybe the new belt).

" Nnnnope. Kaom's Roots has no effect on Movement Speed modifiers at all. Kaom's Roots only prevents Slow modifiers: Chill, Freeze and Temporal Chains. Unstoppable, the Juggernaut passive that people assume Kaom's Roots equates to, has a second modifier that prevents the total Movespeed Modifier from going negative. |

But it doesn't effect against darts? Animation is still slow so, any item that counter this?

" there is no item that prevents slow from lab darts or tar from zombies that i know of. edit: the protection on kaom's roots is only for animation speed like vipermagi said. https://pathofexile.gamepedia.com/Kaom%27s_Roots click on unstoppable to read more. " it is because slow in terms of game mechanics means something different. it means the speed of ALL character animations, thus affecting ALL of the character actions and timers. Tar, darts, hinder affect only movement speed IGN: Eric_Lindros
