Question regarding Inquisitor acendancy

From the wiki -

"This skill grants increased elemental damage, reduced elemental damage while standing on consecrated ground, increased critical strike chance against enemies affected by elemental status ailments, and a chance to temporarily create consecrated ground on kill."

My question is about the crit strike chance. If I was wanting to make a cold based crit/shatter build, say with Ice Crash or some such, and the target is affected by status ailment (eg: currently frozen), why would I want crit it AFTER it was frozen? I would want the crit first, in order to freeze/shatter.
Am I understanding the way this works incorrectly or is Inquisitor not a good choice for a freeze/shatter build?
