Because not only it is easy to get a 6L bow (no Dex required on gear, and totally achievable by just farming a pretty common divination card), it is also pretty good to have an accessory like a quiver (Soul-Strike) that gives a lot of flat ES (up to 120) and faster start of ES recharge. Using a staff would mean sacrificing the quiver slot, losing quite some decent amount of ES. This means we can invest in any nodes that say "Minions deal x% inc dmg" to further augment our damage output without having any actual minions. Only worth it when you reach high level. Survivability is prefered (increase your total ES first before damage investment, as the build already has very good damage ).
