Does the chaos cloud count as Ailment damage?

No. Ailments are ignite, shock, chill, freeze, bleed and poison. Other DoTs are not ailments.

Ok! Does Physical Projectile Attack damage scale with Caustic Arrow, then?
"Gain 35% of you physical damage as extra chaos damage" Is that just for the initial hit, or the cloud too? | |

That's just for the initial hit. The cloud doesn't deal, or scale with, physical damage. Chaos damage, damage over time, projectile damage, area damage and gem levels are the main ways to scale the cloud.
