Skills (gems) suddenly doesn't work

I usually put my CWDT gem in my boots (Nomic's Storm). But when I play POE today, it suddenly doesn't work! Follow by my flame dash. There's a tiny (!) mark in the skill icon. Any help please?

Does your triggered skill gem require a higher character level than your CWDT gem? That would cause it to not work if you inadvertently overleveled the skill gem.
