Simple answer - to save money. They've previously stated that they don't intend to have cinematics as they're very expensive to make and, in their opinion (and mine, btw), they don't add as much to games like PoE i.e. ARPG's to justify that expense. Since games like this are heavily reliant on core gameplay rather than immersion for player satisfaction, it is understandable that an indie studio like GGG would decide against them (and that holds even if they've since grown since it's still a big investment for little gain).

You'll probably find a lot of the playerbase would call them out if they switched that stance, much as loads of people already do everytime they release a new mtx, which some call 'wasted time' (not me - they need to make money to survive lol).

There are games whose appeal is highly reliant on excellent storytelling and lore - Witcher 3 comes to mind, for instance. But PoE isn't one of them and so they've chosen to use that money for something else.

GGG is an indie developer. They've already spent a considerable amount in voice acting, but full on CGI cut-scenes? Not only is that expensive, as others mentioned, but it adds no value to the existing gameplay. Cut-scenes are used as a marketing tool, and most people who really just want to play the game will skip them any ways.

Waste of money, everyone would press esc and skip it after the first time - if they even watch it at all.
