Why doesn't Efficacy buff righteous fires damage?

There is a "more" damage over time multiplier in Efficacy, why doesn't it apply to RF? Also why doesn't fire penetration gem work with RF? Curses like flammability and ele weakness seem to.

Penetration requires a hit.
Efficacy requires a skill to have a Duration to be supported. So will not affect RF, much like how Rapid Decay doesn't work for it.

Fire Penetration Support only works for Hits, which RF doesn't do. While RF can capitalize on reduced resists on enemies which can be found from Flammability/Ele Weakness/Ele Equilibrium as those don't require hits to have an effect.
But the description for Efficacy says 'any skill that deals damage OR has a duration'
Righteous fire does not deal damage nor has a duration.

Technically, RF causes a debuff on the enemies which then proceed to burn (from their own debuff).

Righteous Fire absolutely deals Damage, that's why it scales with your Damage modifiers. Every Damage over Time effect is a debuff on the enemy that deals Damage.
Efficacy is borked atm, is the issue.
