Rogue didn't drop full set

I saw other people having the same bug:
rogues are supposed to drop a 100% full slot gear set, but they didn't.

Shows GGG cockblock script in action once again, just like "fully linked rare box" that suddenly out of puuuuuuure bad luck happens to contain nothing but 3-4s gear, and instantly after the box 5-6s items start dropping... "suuuuuure just natural rng on action"

Anyways, so I tripple checked holding alt, show EVERYTHING on the ground, and no missing set items to be seen. Empty fresh area, no old loot around, killed a rogue in a map with the 100% rare prophecy,
and the pile of loot was missing a ring and amulet.
Couldn't do the recipe.

Wtf is going on here?

The prophecy states all the exile's items will be rare. It does not state they will drop a full set of gear.

Edit: 1s to 4s items are vastly more common than 5s or 6s items. It makes sense for fully linked strongboxes to most often drop items with few sockets. There are more item types that can only roll 4s max than there are that can roll 6s as well.

If items with more sockets drop after you open the box, that's just RNG. Contrary to what you might think, GGG does not have it out for you.

The wealthy exile prophecy never promise a full set of gear, and it almost never give you a full set of gear, it gives more than that, a full set of gear has only one or two for each slot, the exile trigger this prophecy will often drop 3 weapon 2 chest numbers like these.

A "fully linked" strongbox still have monster spawn when you open it, those monster's drop don't obey this rule, and the box's drop will not show before you kill all the spawns, so you can't tell which are from the box which are direct drop.

Yeah, exiles have always dropped a minimum one item from each item slot. Loot filter might hide some items. Were the missing rares a different rarity (normal, magic, or unique)?
