On topic:
I wonder how they have items listed in their databases, is it plain numbers, or are they stored like:
Vaal Regalia
bla bla
+145 maximum ES (98%, tier 1)
+13 INT (22%, tier 5) (or whatever the tiers / value percentage in the tier)

If it's the tier-based instead of number-based, it would be bloody easy to NOT make legacy items, just change tier ranges, end of story. Tier 1 now would still be Tier 1 post-nerf, just lower value in general.


Basicly they can change base stats and it will apply to all items but for explicit rolls they would have to change them manually 1 by 1. Thats why we have already many legacy items. I dont know how to explain this easily. Its something like : Base item ID (same for all vall regialias) + explicit rolls ID (different for every single item). By changing base id they change all existing items since all have the same but this doesnt work for explicit rolls since every roll is separate value.
