Should I start from scratch or Re-Stat my lvl 63 ranger

Topic - i just started playing PoE after a year and a half and was curious what the benefit is to play in the Legacy league versus the Standard league. I have a level 63 ranger that is in the standard league and I obviously need to re-stat him with who knows what build.. what do you guys think?

Start in Legacy league. It is really fun league, where you can experience all the past league mods you have missed

is there a guide I can use to get me acclimated to the game since it has been so long - or to any changes/the league system? I noticed a couple of beginner guides in the gameplay section
