You're misunderstanding the term 'item level' (or ilvl). An item's ilvl is just the level of the enemy that dropped it, and it's that number you see when you hold alt. It is a completely separate stat from the player level required to equip the item, though there are interactions between them.
The chaos recipe cares about ilvl, not player level requirement. The number you see when you hold alt is what you want to use. Have you done something awesome with [url=http://pathofexile.gamepedia.com/Sire_of_Shards]Sire of Shards[/url]? PM me and tell me all about it!
