In technical terms, a scientific theory is the "solid as fuck" stage. Everything before are just educated guesses, or hypothesis in fancy. Theory never becomes fact, they are the frameworks in wich the facts are modeled. Gravity is fact, General Relativity is theory modeling that fact.

Theories are immensely powerful in how they, by prediction of their consequences, lets us discover new facts that wheren't even considered before. E.g. planet neptune was predicted before it was discovered.

Even outdated theories are still useful today as tools, as their margin of error is not any worse than it would have been back in their day. Newton may have gotten the finer details of gravity wrong, but his theory of universal gravitation still covers many actual use cases and its base premise is still not wrong.
