I recently bought a PS4 pro and have a 4k TV so yeah, kinda (it's usually fake 4k tho). My PC is also high-end but can't push 4k. I play at 1440p (GTX 1070).
GGG banning all political discussion shortly after getting acquired by China is a weird coincidence.

I have a 4K laptop - screen is GORGEOUS. I record PoE gameplay now in 4K 60fps. Using MSI GS63VR laptop, 1060 graphcis card.

I'm gonna hold off another year or so for a 4K build. The 1180ti should be good.

I could easily do 4k, just haven't bought the monitor yet. Currently 2560x1600 on a 30" monitor.

I could easily do DX11, but GGG has multiple monitor issues with it. I run a second 1920x1080 monitor on the side, and used to run two of them, but cut back recently. I wouldn't touch Windows 10 until Microsoft drops update support for 7 in 2020. Since you're building a new system, of course go Windows 10 now (and you'll be forced to anyway with future Intel CPUs, unless you want to roll Linux). And that system is overkill for my resolution, but should be good performance for 4k. I ran 2560x1600 PoE on an old Core i7-920 with a GTX 680 card just fine.
