Need help structuring a build

I recently caught my eye on the item:


And I started thinking, is this a good item to make a Earthquake, chaos, poison, bleed degen build around?

Seems like the item scale very well with levels, but my knowledge of how and if Earthquake degen can scale with all those factors is lacking. So I was curious, is it possible to make such a degen build with this weapon? If so, will it be good? And what would be needed to make it work?
