Can restore deleted characters?

Wanted to clean up some lower-level characters that I abandoned and I ended up deleting the character Jumberlack unintentionally and would like him restored.
Yes I can just re-make it, but I wanted to see if I can avoid having to level the guy up all over again. I don't even care about the items on him at the time. Sorry but no.
