Why are you able to use a Divine Orb on a Tabula Rasa?
Earlier this evening I was messing around and accidentally used a divine orb on a Tabula Rasa instead of the intended target. I was expecting to see a message similar to when using a Blessed Orb on an item with no implicit mods: "Could not reroll the target's implicit Mod values." Instead the Divine Orb was consumed and the chest piece did not change at all.
From what I understood the Divine Orb only re-rolls explicit Mod values on any non-corrupted item, and only works on items that have stats with value ranges. For instance since the Tabula Rasa has the following mods: * Item has no level requirement and Energy Shield (Hidden) * Item has 6 White Sockets and is fully linked (Hidden) the Divine Orb should not have been consumed. It cannot roll a different value for those mods, and they don't have a stat range either. Here is my operating environment:

why would you not be able to? it's an item like every other and you can still roll a no change on other items.

The difference with blessed orbs is that those are guaranteed to roll a different mod value just like chromatics, fusings and jewelers are guaranteed to change the item too. Divine orbs don't have that property, they can roll the exact same mod again.
