Whirling Blades *not* movement skill?

The gem says its a movement skill but when I put it on my character with "Walk the Aether" (Movement skills cost no manna) it still has a manna cost.
Bug or design? Patch Notes 3.15: Fixed a bug where players believed the game was playable. This has been corrected and made retroactive. Patch Notes 3.19: Fixed a bug where players adapted to 3.15. " Did you see this mana cost on your skill tooltip, or when you hover over the gem? Passive Skills can't affect gems, they can only affect your skills. Did you try whirling and see if you lost any mana? Need game info? Check out the Wiki at: https://www.poewiki.net/

BTW, Whirling Blades can only be used with daggers, claws, and one-handed swords, so no matter what the mana cost, you can't use it with Wideswing.
