Game is stuck at raining screen

I just downloaded this game because it looked fun. When I start the game from Steam it loads ok but gets stuck at this screen:

Is there any fix for this? Has there been any post about a resolution? I have played a bunch in the past and for the last two days I have not been able to get past the login screen.
