Simple answer - no. It will be the same as you getting new league-specific items with Zana's mod - legacy stats is still legacy and cannot be obtained anymore.
No.

The only thing legacy league is doing is allowing you to activate previous challenge league mechanics and to drop the unique items of each challenge league.

These items have all been available ever since the introduction of divination cards like Jack in the Box since they can give previous league items as rewards.

It has nothing to do with 1000 hp Kaom's or 18/18/18 Bringers of Rain. These items will not be making it back into the game as a result of Legacy League. They may make it back because of GGG rebalancing them for the current game, but as it currently stands Legacy League only relates to past challenge leagues and challenge-league only uniques- not legacy items like 1000 hp Kaom's.

EDIT: Since people are jumping on this pre-announcement post and saying I'm wrong, I'll update this message to say that they ARE adding these items to the league.

Legacy League is honestly kind of a misnomer. I believe legacy in the world at large means "discontinued," and League-specific items kind of fall into this category technically.

However, a lot of Path of Exile players have a more specific meaning for legacy items, which is an item that can no longer be generated, meaning +1000 life Kaom's and so on. This new league has nothing to do with those.

so it will, unless it goes to the core game those items will flood standard again without the poor being able to get them

Thats not true, there will be the Legacy Uniques like the 1000-HP Koam's - check the news ;)
Pretty sure the trailer show a 900%+ facebreaker. So im sure you can get unique with legacy stat.

The latest video seem to contradict you. There is a 9xx% facebreaker dropping out of this special legacy box. So probably you can get the two most valueable uniques out of it: Legacy Vinktars and Legacy Kaoms Heart.

The new league will consist two parts - 1st making zones some like Zana's map mods, and there all league-specific uniques will drop in their modern version. However, you can rarely find a Reliquary, which is a portal key for map device - inside there will be a huge chest which contains an one of legacy uniques, with values from before any balance changes. So yes,all that +1000 HP Kaoms,250% ES Shavronnes,1000% more unarmed Facebreakers,18/18/18 +250 life BoRs can be obtained there. But you can also get a legacy unique whose modern version is better.

Ya, I wrote that like... 2 days ago before anyone knew what the news was :P

As far as anyone knew, legacy items weren't going to be in the league, but it looks like they will be after all.
