Can't pick any characters when loading up after logging in.
Hello, so whenever I try to start up my game, I get the screen where you can select the server you'll be on when you log in, and when I try to log in, it sends me to the place where you can pick your character, but the problem is, I can't pick any of the characters on starting a new game or pick my old character,

I see this screen (character screen background with no UI, player characters, or selectable options shown) when the game lets me log in but the servers are still down or crashing.
It sounds like you have received it continuously for a prolonged period, however. If you are still experiencing this, I'm not sure what is happening for you other than a persistent networking issue or an issue with your client. In cases where the server is taken down deliberately for a patch, the downtime is usually brief but it can sometimes be as much as 20-30 minutes for the servers to be back up. In such cases, you usually will not be able to log in, however. Have you tried connecting to a different regional server? If your problem persists, providing your general region/location and usual server selection might possibly help in identifying if there is a known networking issue. If in Steam, you can try performing a Steam verification of your game files to ensure that there is no corruption. You can also perform a "pack check" on your GGPK file using the Packcheck.exe utility in the POE folder, regardless of whether you are using Steam or the standalone client. Some users reported missing UI in recent patches. They were also able to load into the game, with the UI disappearing in relation to opening breaches, as I recall. A few users reported having just the background appear for the login screen and not the UI. One user said that trying this change to their radeon settings actually made a difference for them.
