That sword has a 6L. Otherwise, it's in the same league as Doomsower, a 1 chaos unique.

A 6L Doomsower seems to go for about 5 Ex in Standard: http://poe.trade/search/ewokasenhahete
And it has mini added fire with red gems (like the socketed static strike above) and increased AoE for melee attacks. And it is faster, so it scales additional flat physical damage from rings better.

I'd buy a 6L doomsower over suffix-wiping and multimodding this one.
Or save up a couple more Exalts and buy a 6L Starforge.
