Damage Fire % Penetration vs -Fire Resistance?

vs:  If I remove Xoph's Blood, I lose 10% fire pen. Is that synonymous with flammability having a -33% fire res effect instead of -44%? No, penetration is much more reliable than a curse, however it doesn't work with damage over time, so it all depends on your setup.
Wish the armchair developers would go back to developing armchairs.
