Crafting and enchanting

Hello there,
Ok, so I want to buy this helmet ES - Superior Hubris Circlet 2 days ago Level: 69 Intelligence: 154 ilvl: 84 enchanted 40% increased Glacial Cascade Damage It has enchant 40% damage. Could I then use alchemy and make this item rare? and to reroll the stats, use scour and alchemy again? does this enchant will vanish if I do so? Also what is the best way to improve this item, maybe to use some essences if possible ? please help Last bumped on Jan 16, 2017, 5:53:59 AM

The enchant can only be removed by Vaaling or by using the Divine Font to re-enchant. You can Alch, Chaos, Transmute, Aug, Regal, scour etc. without having any effect on the enchant.

It would be wise to add some essence to this item? which should be the best to look for?
