Chancing question

I want to get Cloak of Tawmlr or idk how its written but it's confirmed that it can be obtained only by buying it from a lv8 master which i doubt smn has except the ladder racers(talking about BHC here). It the unique version of savant's robe and the only. Is it possible to chance savants robe into that cloak?

I don't think so given the creator specifically wanted it master vendor only (for whatever reason). I can't confirm, though.

I even wonder why it's not used, a 450 ES is decent enough if you go 200%ES , in maps magic weapons spawn more offten because of rarity so animate weapon becomes extremely powerfull, also the blind is sweet.
