Pacifism jewels + Raiders Quartz Infusion

Hello,

I took 3 Pacifism jewels:



and I have 0/0 Frenzy charges. But i do not have Phasing. (anywhere)

Quartz Confusion:



Is that a bug? Those jewels are not very good... that's the only use for them... and that doesn't even work?

Because the game developers don't want it that way :)

Why don't the game developers want it that way? My guess is that it's mainly technical limitations and/or clarity in regards to other stats. When it's a "property" and not a "buff" then things like "increased buff effect" on the unique Ichimonji are clear to not work.
