Average number of tries for level 4 empower?

I am currently running 8 empower gems all at level 2 5% quality. What is average number of tries before one obtains a level 4 empower?
Another bonus question, will I hit level 96 first or level 3 empower first? Assuming all 8 empowers are already at 40% exp and my character exp is currently at 0%. |

1st question: I heard rumours that it's 10% chance

Put 6 of those empowers in a Haku weapon for some free extra quality and they will level faster.
Also, you will likely get them to level 3 before you hit 96. U MAD?
