Don't they reset all passives?

Damn, I have like 4 chars to reset all passives, I was told multiple times they would have reset every skill passive.

When they patch they will offer the reset. Nothing has happened so far, just the league ended.

It is likely there will be a reset on 2.4 release but not guaranteed. They only offer the reset when the skill tree gets substantially changed.
