A lot of people do not, actually. Vendoring rare maps isn't exactly common practice, and who's going to take the time to read and remember every single vendor recipe, just in case it might be kind of useful eventually some time? The answer to that is, "very few people".

3 maps -> one map of next tier is a pretty common recipe.
And recipe items tend to inherit the lowest rarity and item level from the components. That's something common to a lot of recipes.

You don't have to remember a special 'rare map' recipe.

actualy i got the idee while vendoring rings and assumed it would aply to maps as well and it did.
As for remembering every recipe i mean come on there arent that many remembering all realy isnt that big of a deal.

Not to mention most of the recipes form categories and generally make sense. It's only the recipes for creating some unique items that are rather arbitrary, unless you're intimately familiar with the unique and its properties.
