IMHO Making Rares great for once will require a way to "ascend" rare gear into ascended uniques - nothing will ever beat the nice brown unique look.
A build feels somewhat "complete" once a player has the "BiS uniques" and rares rarely fill that role no matter how good they are only because they are just ... rare. "Ascended" rares could be turned into "true" uniques by loosing all ways to further craft ( maybe even mirroring them ) but instead gaining a benefit from ascension that makes them truly unique ... and brown ( or golden or something ). For instance ascended gear might gain all max rolls within its rolled affixes' tiers ( while loosing the ability to mirror / craft them further - linking / coloring might have to be the only remaining modification allowed ).
