You are talking about the dps (damage per second) of a single skill use. It's like calculating the dps of a single hit of viper strike.

Reduced projectile speed *does* increase the dps of ball lightning significantly, since it increases the damage per cast. Since multiple casts can overlap their damage, you can then multiply the 'damage per cast' by the 'casts per second' to get a much more useful damage per second figure.

PS: calculating the dps of a single skill use would definitely be useful for things like ignite or essence drain, ie: DoTs that don't stack* with each other.
