Customisable timers

It would be cool to have some customisable timers that we can use in-game, to help us keep track of many of the enchantment, ascendancy and unique effects which don't have effect/buff icons.

Ideally we could program them like the loot filters.

For example, we could have an indicator which showed a dark blue timer for 6 seconds, then a light blue timer for 4s, to help us keep up with pendulum of destruction. Or a 5s repeating timer for 'time of need'.

By default the timers would start when you entered a zone, but it would also be cool to have custom starting conditions.

egs:
A red timer with a yellow border that shows up whenever you ignite an enemy, so you know how long the ignite will last.

4s timers that start whenever you <get hit, hit an enemy, kill an enemy, etc...> to keep track of whether they have happened 'recently'.

A blue timer that shows whenever you lose life/ES, so you can know when your ES recharge will start.

etc...

I think this would add a lot of functionality to the game for many players, while also enabling GGG to not have to worry about implementing timers and buff icons for every possible skill. win-win!
