My suggestion for the items you mentioned are:

Ambu's Charge -> Ambu's Ultimatum
Fated Effect: At Maximum Endurance Charges you and nearby party members cannot take Critical Strikes.

Veil of the Night -> Nightwalker's Veil
Fated Effect: +7% to Maximum Block Chance

Socketed gems are supported by level 1 pierce

and vaal souls carry over into the next area (so they can be used on Izzaro)

Now that would be over powered. And I still would not use that helm. Zero resists? nuh uh.

fated infractem, instead of gaining mods , it would lose "cannot leech" mod , and i think it would even become somewhat more used than it is now.

God I could finaly put this to good use (droped 6s, 6L in 2 fuse for the lulz).

Yeah i believe some interresting could be done with it, level 15 added damage gems are half of level 20, equivalent to the heralds damage. So it gives an extra 2,5L to a 6L setup ( with prolif)... it seems powerfull, it's also difficult to build around multi elemental damage.
