We don't know yet, beyond that it's a currency item. The creator of that div card was in the /r/pathofexile Discord server earlier talking about it, and apparently the intention was to design a unique item alongside a div card to obtain it, but GGG suggested that the item concept proposed would work better as currency than as a unique. Goodness knows how that worked out, but we can probably expect details soon!
