Unable to encounter Icy Manifestation monsters - Kill Merciless Rares Challenge

I can't complete the "Kill Merciless Rares" challenge because I have not encountered the Icy Manifestations at all. They just won't show up, not even as normal mobs. I know you find them while going into each of Daresso's arenas; even so, I still haven't encountered a single one after multiple instance resets.

It appears, it's just not a guaranteed occurrence. Just have to rinse & repeat until it appears.
Patch Notes 3.15:
Fixed a bug where players believed the game was playable. This has been corrected and made retroactive. Patch Notes 3.19: Fixed a bug where players adapted to 3.15. This bug cannot be corrected, so we have implemented a 90% reduction in item access as a punishment. | |
