Updated skill tree data

Hi all,

i was looking at the development manifesto for 2.3.0 and saw the "updated set of skill tree data". I downloaded it and saw that it was a text file with some lots of some kind of code. How do i use this file? Do i need some other 3rd party "passive skill/build planning tools"?
