It sounds like a good way to get those underpowered skills a nice boost. But I think because we already have threshold jewels, a better option for most skills would be "what if they made the threshold jewels for skills not suck?"

weight of the empire jewel x4 + crit + heavy strike + inquisitor 100% crit is godly. destroys merciless izaro in 5 hits.
