I seem to remember my summoner witch being really cheap early on. Bones of Ullr (1 or 2c) is about the only unique really needed for one. and only need 4L gear to be fairly competent the drawback is end game tends to be a bit slow though and some map boss's are nigh impossible
reason a summoner witch can get expensive is going CI (chaos innoculation) for the ES gear though I have heard the prices are coming down on good ES gear |

is it possible to clear atziri with a normal cheap build ?

No, you should forget about Atziri for your very first character.
Go for dual flame totem. Most beginner friendly build of POE and even beats some more expensive builds. |
