Skill does not do damage

My Freezing Pulse skill doesn't do damage. It's tooltip shows only mana cost of the skill and no damage dealing. I changed gem's placement, changed zone, restarted game, nothing helped. Maybe it has something to do with Atziri's Foible, because when I equiped this amulet tooltip of one of my pair of gloves said I cannot wear them because I don't have enought DEX, but I still could put them on. Later I put this Freezing Pulse gem into gloves and that's when problem started.

Read the passive you allocated called Ancestral Bond.

Seems like I misunderstood it's meaning. I thought it prevents character from harming himself, rather than being unable to deal damage. Anyway thanks for reply.
