8% Righteous Fire Radius enchant bug

Hi, currently playing Dual RF totems and I had been farming for an RF helm enchant for a few days now. Finally came across this 8% RF Radius enchant and tried it out.
After some testing it didn't visually appear to have any difference on my totems (I'm assuming it has a live affect similar to switching AoE gem and Conc effect). http://imgur.com/a/nNg7N There's 2 screenshots showing that it does infact display for the skill, but visually unchanged.
