Loot Filter, not Showing up

Hello all, Ive had to reinstall POE on a new SSD as my HDD crashed and failed. I also had to reinstall windows 7, Since doing this i can not get a loot filter to load. it does not show up in the UI tab like it should.
Ive included photos, to show that my pathing is correct and that my filter type is saved proper. any help would be appercaited.   | |

You've put it in the wrong place, most guides i've seen tell you exactly where.
