Powerfull lags and spikes at latency graph.

Since last patch i have stable lags. Pressing F1 shows latency(ms) between 65-967 each 3 seconds. What i can do with it?
My region is Russia. Playing on Frankfurt/Amsterdam servers. Both servers gives similar results.
I have wired internet connection. It is stable at any other resources like a steam games, origin games. Ping and tracert google.com too stable...
I'm using Kaspersky antivirus but it contain exception to poe and its folder. firewall too. Nothing was not changing until day before yesterday. But now it is hard to play.

Bump!!! Can not play it any server... What to do?

Same stuff is happening to me on the same servers.

Me too, from Stockholm to Amsterdam. The net-lag itself isn't too bad, 36 to 60 ms, but frame times spike from 6 to 80 ms and FPS jump from 16 to 200 all the time.

Edit: When exiting the game, the music and ambient sounds stayed on for a minute, the PathOfExile.exe process didn't quit, and there was lots of hard drive activity. After the HDD stopped, I used Task Manager to End Process.
