Persistent lag spikes, worsening over last few days

Hiya! Your WinMTR report shows packet loss from the third hop, and a large spike in latency later on. This definitely could be an ISP issue, especially if it's happening to others near you. I would suggest contacting your ISP, or trying a VPN which may be able to circumvent the problem.
